As Planning Consultant, Focus advised on and secured a strategy to unlock the redevelopment of a vacant former Barclays bank in Macclesfield town centre, guiding the project through the prior approval process and establishing a clear route to a mixed-use scheme.

The approach

The strategy focused on securing value in stages.

Firstly, Class MA permitted development rights were used to secure the change of use from Class E (bank) to Class C3 (residential), delivering seven apartments within the existing building envelope. By keeping the scheme within the scope of permitted development, the application progressed efficiently through the prior approval process.

Given the town centre location, noise was a key issue. A robust mitigation strategy was developed and secured by condition to ensure a suitable living environment for future residents.

This approach also retained flexibility for the ground floor, allowing a bar or restaurant use to come forward separately, aligned with market demand.


The result

Prior approval was granted for seven residential apartments, confirming compliance with Class MA subject to noise mitigation. The project now has a deliverable route forward, with residential use secured and the ground floor positioned for future commercial activation.
