Bury
As the Planning Consultant, Focus successfully guided the redevelopment of the Former Spurr House site in Bury from early planning strategy and due diligence through to Planning Committee approval.
The scheme delivered 60 high-quality affordable apartments on a previously developed site, transforming a vacant building into a sustainable residential development that responds to local housing need.
But this project wasn’t just about securing permission — it was about leading a complex process, aligning a large consultant team, and navigating significant local challenges to achieve a positive outcome.
The Challenge
This was a sensitive and high-profile application within an established residential area, where local interest and scrutiny were significant, particularly as it was 100% affordable housing. The proposal generated some public opposition, with concerns raised around traffic, parking, design, and the overall impact on the surrounding community.
Alongside this, the project required the coordination of a large, multi-disciplinary consultant team and careful management of a wide range of technical considerations, including highways, drainage, ecology, and environmental impacts. The site itself presented constraints relating to access, existing trees, and neighbouring uses, all of which needed to be addressed through a robust and well-evidenced planning submission.
Successfully navigating these challenges required more than technical planning input — it required clear leadership, strategic thinking, and proactive management.
My Role
I took responsibility for leading the project from the front, acting as the central point of coordination for the entire planning process. This involved managing a large consultant team, setting the overall planning strategy, and ensuring that every aspect of the application was aligned and working towards a clear objective.
I led engagement with the Local Planning Authority and key stakeholders, including undertaking public consultation, providing ongoing advice to the client on strategy, risk, and programme. I also oversaw the preparation of the Planning Statement and supporting documentation, ensuring the application presented a clear, consistent, and compelling case for approval.
My role was to bring structure and clarity to a complex process, ensuring that the project moved forward efficiently and with purpose.
The Result
The application was recommended for approval by officers and subsequently approved by Planning Committee Members, representing a successful outcome for a complex and sensitive scheme.
The development will deliver 60 new affordable homes, while regenerating a previously developed site and contributing positively to the local area. Just as importantly, it demonstrates how a clear strategy, strong leadership, and effective coordination can unlock challenging sites and secure planning success.
